Legislating without Congress - regulatory reform

William Kovacs will discuss the overreaching impacts of federal regulations on Alaska. He will explain that regulations can be fought one at a time, litigated to be struck down one at a time, but until the process is reformed, regulations will continue to produce federal overreach. The system, as it’s presently structured, is weighted toward agencies issuing more and more regulations. We must find a way for federal agencies to do the proper research and to consider implications, such as the impact on the states which administer most of the environmental programs. The solution is to enact the Regulatory Accountability Act.
